The chairman opens the meeting (September 3rd, 2002) 9:30

Ad 5.

The WG members approved the program of the 11th ARDF World Championships unanimously.

 

Ad 7

Mr. Radek Teringl, OK1DRT, was wellcomed as a new International Class Referee and his certificated was handed over by the chairman.

Also the certificates for the new International Class Referees from PZK and SARA were handed over.

The decision of the Organizing Committee and the Chairman of International Jury was to have an additional referee was approved unanimously by the WG members. The duty of this additional referee is to check the terrain during the competition, because of the big number of competitors (350).

 

The chairman adjourned the meeting at 10:30

 

The meeting was reopened at 20:30

 

Ad 8.

The minutes of the 22nd Plenary Meeting were distributed by email to all WG members. There were no objections against the minutes.

 

Ad 9:

The chairman’s report

 

22nd Plenary Meeting of the IARU Region 1 ARDF Working Group

The main topic of this meeting was to discuss the results of the big final test of the two most important parts of the „New Rules“, the Parallel Starting System and the new categories.

The chairman of sub group New Rules, Mr. Karl Heinz Mols, DL9ME, reported that there were minor changes in the Version 2.4 up to that meeting. These changes were only in wording for clarifying the rules.

The chairman reported that the algorithm decrypted in Appendix 5 (manual creating of the starting list) under certain circumstances would give no results.  It is mentioned that computer normally makes the starting list and approved software for creating the starting list is now available. The WG members decided not to change Appendix 5 now.

The International Jury of 13th IARU Region 1 European ARDF Championships reported no problems. The results of the 2m competitions are analyzed and no matters of cooperation among competitors in the same starting group are detected.

The official paper to the General Conference 2002 was send to the secretariat of the IARU Region 1 in January 2002 The paper is titled  “RULES FOR CHAMPIONSHIPS IN AMATEUR RADIO DIRECTION FINDING”.

 

Recommendations in connection the 22nd Plenary Meeting of the IARU Region 1 ARDF Working Group

1. The following candidates are proposed by their societies to become International Class Referees:

Mr. Adam Dyrka, SP2EDA - PZK

Mr. Kurt Kawasch, OM8AA - SARA

All candidates are fulfilling the criterions to become International Class Referees and are accepted by the WG members unanimously.

It is recommended to the EC to appoint these candidates to be International Class Referees in ARDF.

 

2. In a formal letter to the chairman the Czech society CRC applied for being the host of the 12th World ARDF Championships.

The WG members agreed unanimously the application of CRC. A letter asking the ARDF committees of Region 2 and 3 for their consent was sent to them by the chairman. Both ARDF committees in Region 2 and Region 3 agreed to Region 1 ARDF Working Groups proposal.

It is recommended to the EC to entitle the Czech society CRC to be the host of the 12th IARU ARDF World Championships 2004

 

3. The Polish society PZK and the Yugoslav Society SRJ applied for being the host of 2003´s 14th IARU Region 1 European ARDF Championships. In a secret vote PZK was confirmed by the R1 ARDF Working Group (PZK 11 votes, SRJ 7 votes). Both societies accepted the voting.

It is recommended to the EC to to entitle PZK to be the hosting society of 2003´s 14th IARU Region 1 European ARDF Championships.

 

4. IARU Region 1 ARDF Working Group decided to accept the kind offer of Bulgarian society BFRA for hosting the 3rd IARU European Youngsters ARDF Championships in 2002. The preparations for this event are still in progress.

It is recommended to the EC to confirm the decision of R1 ARDF Working Group.

Furthermore it is recommended that Mr. Panayot Danev, LZ1US, will be the chairman of the international jury at the  3rd IARU European Youngsters ARDF Championships.

 

 

Recommendations in connection with 11th ARDF World Championships 2002

1 - It is recommended to the EC to give a special permit to use the procedure at the 11th ARDF World Championships 2002 in the Slovak Republic to prepare the starting list as described in the draft of the „New Rules“ Part B - Appendix 5

 

2 - It is recommended to the EC to give a special permit to use the categories according Part B 14. of the draft of the „New Rules“  at the 11th ARDF World Championships 2002 in the Slovak Republic.

 

The EC decided on its meeting in April 2000 to give 1500 CHF in every year a championship is held in Region 1. The money can be spent for every type of expenses in connection with the Championship.

 

3 - It is recommended to support the Slovak society SARA with 1500 CHF to organize the 1st ARDF World Championships 2002.

 

4 - It is recommended that the chairman of IARU Region 1 ARDF Working Group will be the chairman of the international jury at the 11th ARDF World Championships 2002 in the Slovak Republic.

 

 

Budget request for 2002

Three journeys are necessary in 2002: Preparation of 11th ARDF World Championships in the Slovak Republic and WG meeting, 3rd EYAC in Bulgaria

 

Office expenses:       400 CHF

Travel expenses Chairman of Working Group: 1500 CHF

Support 11th ARDF World Championships: 1500 CHF

Report from Panayot Danev, LZ1US  President of Bulgarian Federation of Radio Amateurs and Chairman of the International Jury of 3rd EYAC Nessebar, Bulgaria, 10 - 14 June 2002   

 

The 3rd European Youth ARDF Championship (EYAC) was held in Nessebar, Bulgaria from 10 to 14 of June 2002. The Organising Committee has arranged accommodation and full board in the three star Hotel Pelican with extra facilities, including swimming pool, sauna and beautiful garden in the backyard just over the seacoast and beach. Eight societies from IARU - Region 1 (in alphabetical order):
Bulgarian Federation of Radio Amateurs (BFRA) – Bulgaria
Czech Radio Club (CRC) - Czech Republic 
Deutscher Amateur Radio-Club (DARC) - Germany 
Magyar Radioamator Szovetseg (MRASz) -  Hungary
Polski Zwiazek Krotkofalowcow (PZK) - Poland 
Savez Radioamatera Jugoslavije (SRJ) - Yugoslavia (Serbia and Montenegro) 
Soyuz Radiolyubitelei Rossii (SRR) - Russia 
Union Amateur Radio of Kazakhstan* (UARL) - Kazakhstan *Non-member of IARU  
have registered 11 teams and 43 competitors (24 boys/category M15 and 19 girls/category W15). Mr. Krzysztof Slomczynski, SP5HS, former ARDF Working Group Chairman presented as an honored guest. Mr. Laszlo Weisz, HA3NU, HST Working Group Chairman, but also keen ARDF-er, also presented as a MRASz Team Leader. The International Jury has been composed at its first meeting opened on 11 June at 14:00 as follows:

The International Jury kindly asked SP5HS to take part in the meetings of the Jury. SP5HS agreed and expressed his thanks. The International Jury approved the list of referees, proposed by the host society BFRA, as follows:

Referee at TX 1 - Hristo Dimitrov, LZ1XA

The International Jury approved time limit 120 minutes for both competitions, approved transmitters to be omitted per each category - TX 3 for M15 and TX 2 for W15 for both competitions, executed the drawing procedure and approved the starting sequence for both days. All the decisions of the International Jury have been taken unanimously. The first meeting was closed at 15:30.  The opening ceremony was held on 11 June at 18:00 on Mesembria Square in the Old Town of Nessebar. After a national folklore presentation Mrs. Shterionova, Secretary of Municipality of Nessebar welcomed the participants. Mr. Panayot Danev, LZ1US, President of BFRA on behalf of the hosting society wished all competitors joy, pleasant staying in Nessebar and sport success. He read addresses to the participants from Mr. Louis Van de Nadort, PA0LOU, Chairman of IARU - Region 1 EC and Mr. Rainer Floesser, DL5NBZ, Chairman of IARU - Region 1 ARDF WG. Finally Mrs. Shterionova declared 3rd EYAC open.  The competitions were held on 12 and 13 June some 25 km away of Nessebar, both days in different forest areas. Everything has been run smoothly, strictly according to the New Rules, Appendix 6. An electronic time keeping and special computer software were used at the finishing line. The passage of the competitors through each TX was displayed in real time on a special board at the finishing area. Mr. Slomczynski, SP5HS was permitted to inspect the competition areas and he reported that he has not seen any violations of the Rules. The final results have been given to the members of the International Jury (Team Leaders) just 5 minutes after finishing the last competitor. The Jury met both days at the finishing area, took into consideration that there were no written nor oral protests, and unanimously approved the Official Results respectively at 12:25 on 12 June and at 12:10 on 13 June. Both days the Official Results have been displayed in Hotel Pelican at 15:00. At 16:00 on 13 June the Team Leaders received their Official copies of the Results, maps of the competition areas with position of the TXs and special certificates from the hosting society.  The awarding and closing ceremony took place on 13 June at 19:00 on Mesembria Square. Individuals and teams, which have won first, second and third place in each competition, received gold, silver and bronze medals, certificates and gifts. Mrs. Shterionova, Mr. Slomczynski, SP5HS, Mr. Weisz, HA3NU and Mr. Russev, LZ1RT hung up the medals. Mr. Tzenkov, LZ3NN gave special commemorative medals to the honored guests and the Team Leaders and Mr. Vodenicharov, LZ1ZF gave gifts to the youngest boy Axel Boehringer (GER) and youngest girl Tereza Skladankova (CZE).  Finally Mr. Danev, LZ1US awarded special BFRA Cups to societies placed first, second and third in the overall classification and declared 3rd EYAC closed. In the evening a Hamfest for the adults and a discotheque for the youngsters have been organised in Hotel Pelican. Dear Mr. Chairman, As a President of BFRA and Chairman of the International Jury I would like to conclude this report with my sincere thanks to all the participants and all the organisers of this remarkable event. Finally I would like to share the words of the honored guest Mr. Slomczynski, SP5HS, sent to me after his return back home: "I consider the Youth Championship in Nessebar as a very fine and successful event. All was working like the Swiss watch, the courses on 144 and 3.5 MHz were fine".    

 

The chairman passed his thanks to Mr. Panayot Danev, LZ1US,  for taking over the job of the chairman of the international jury. Furthermore the chairman expressed his thanks to the team of BFRA for the excellent job they did.

 

On request of the chairman Ad.10 was postponed to the third part of the meeting.

 

Ad. 11

The chairman passed his thanks to the working group members for three years of good cooperation and effective work together.

The chairman asked the working group members for proposals for a canditate to the elections of the chairman of the IARU Region 1 ARDF Working Group.

Mr. Krzysztof Slomczynksi, SP5HS, proposed Mr. Rainer Floesser, DL5NBZ.

This  was accepted by the members unanimously. Mr. Rainer Floesser, DL5NBZ, thanked the Working Group for the trust in his person and promised to do his best in serving the Working Group for the next three years.

 

Ad. 12

The chairman received the following application for an International Class Referee in ARDF:

Ukrainian Radio Amateurs League (UARL, a member of IARU since 1991, presents a petition for conferment the rank of International Referee on Ukrainian radio Amateur, who takes an active part in radio amateur movement and popuarizes radio direction finding (ARDF( in Ukraine and in the world. UARL has taken an active part in ARDF competitions since its foundation in 1991. Nowadays more than 300 people go in for ARDF in Ukraine.

Conferment the rank of  International Referee on an Ukrainian radio amateur will contribute to more active participation of Ukraine in the international competitions refereeing, enhance the prestige of ARDF in Ukraine and in the international scene.

We present a petition for conferment the rank of International Referee on

Victor L. Bobrov : date of birth 20.07.1947, International call sign UT3UV, Vice-president of UARL, engaged in ARDF for 35 years, takes part in competitions as a sportsman and as a referee, has the rank of National Referee, refereeing seniority – 25 years, speaks English fluently, deserves to be conferred the rank of International Referee.

Dear Mr Floesser,

UARL asks you to present a petition for conferment the rank of International Referee on a Ukrainian radio amateur Victor L. Bobrov to Executive Committee of IARU Region 1.

Mr. Bobrov is well kown to several WG members and the application was accepted unanimously. A recommendation will be passed to the EC.

Ad 10

The Chairman reported that the first test of the parallel starting system and the new categories at the Region 1 Championships 2001 in France was a big success. Also the 2m competitions of the 11th ARDF World Championships showed no problems.

The chairman of the sub group New Rules Karl Heinz Mols, DL9ME, reported some minor changes in wording to the version 2.5 discussed in the sub group. The WG members accepted these changes unanimously.

Mr. Arne Jensen, OZ9VA, requested a change of A 5.1 which will be edited by the sub group.

The WG unanimously agreed that there would be no new revision of the New Rules now. At the WG meeting to be held in San Marino there will be the last discussion about the New Rules and maybe there will be additional changes, which will lead to a version 2.6 to be the entered to the General Conference as a revision of 2.5. It was agreed that there would be an additional paper explaining all changes between the version 2.5 and 2.6 not being part of the document but being help for the delegates.

 

The chairman reported that he entered a paper to the General Conference dealing with the financial situation of the WG. The aim of this paper is to cancel the Lillehammer decisions dealing with the financial situation of the ARDF WG and to get a more flexible budget planning allowing the ARDF WG to spent more money in times when there is more money.

The members of the WG agreed unanimously to this and supported the paper.

 

Ad 13

Mr. Panayot Danev, LZ1US, presented a application of the Bulgarian Society BFRA to be the hosting society of the 13th ARDF World Championships in 2006. The venue will be at the Black Sea cost well know from high-level orienteering competition. The WG members accepted this application unanimously.

The present representatives of the ARDF committees of Region 2 and Region 3 agreed also to this application.

 

Ad 14

This item was postponed to the San Marino meeting, because no societies applied for the 15th ARDF Region 1 ARDF Championships in 2005.

 

 

Ad 15

Mr. Krzysztof Slomczynksi, SP5HS, reported to the WG members that polish Amateur Radio Union and its Polish ARDF Club continued preparations to the 14th IARU Region 1 ARDF Championships to be held in Poland in September 2003. Due to unexpected rise of accommodation cost in Hotel Golebiewski in Mikoljki ( the venue proposed in 2001), PZK were considering the alternative venue for the Championships.

The most suitable alternative is the Polish Olympic Training Center “Cetniewo” located in the outskirts of the small towm Wladyslawowo on the Baltic Sea coast. The Center has all necessary facilities of high standard, with hotel and boarding possibilities for over 300 persons. More details are available on the web site .

Sunday, 7 September  - Training, opening ceremony, Jury & team leader meeting
Monday, 8 September  - Competition on 144 MHz band, awarding the winners
Tuesday, 9 September - Free day, excursion, Jury & team leader meeting
Wednesday, 10 September - Competition on 3,5 MHz band, awarding the winners, closing     ceremony, hamfest
Thursday, 11 September - Departure of participants

 

Ad 16

There were no applications up to the meeting for the 4th EYAC in 2003 and the 5th EAYC in 2004. Mr. Kai Buchhold, DH0NAZ, representing DARC, asked for a short break of ten minutes. After the break DARC reported that they have stopped preperation for organizing an EYAC due to internal problems. DARC promised to check the possibility of hosting the 4th EYAC 2003 again. Previous preperations dealed with a low cost event. Accomodation was planned in classrooms of a school building. DARC promised to present an application to the San Marino meeting if possible. REF Union showed interest in visiting EYAC in 2003  checking if an EYAC 2004 can be organized in France.

 

Ad 17

  • - The chairman reminded the WG members sending their information to keep the web site up to date.
  • - The agenda of the San Marino meeting was discussed
  • - Region 2 announced their Regional Championship to be held July 30th to August 3rd 2003 in Cincinnati / Ohio
  • - The official participation of Russian competitors (SRR) at Region 3 competitions was discussed. There were no objections against this by the WG members. The WG members expressed their opinion that it is up to Region 3 to allow SRR to compete in Region 3 competitions. The chairman of Region 3 ARDF Committee, Mr. Yoshio Ariska, JA1HQG, passed his thanks to the WG members and announced that this issue will be discussed at the next meeting of Region § ARDF Committee.
  • - several members of ARDG WG suggested not to organize ARDF WG meetings during the training and in the evening/night before the competition day
  • - Region 3 announced their Regional Championship to be held in November 2003 in Australia
  • - The Working Group passed best wishes to Mr. Dale Hunt, WB6BYU, recovering from a surgery
