The chairmans welcomes the present WG members and guests. The chairman relays greetings from Mr. Ole Garpestad, LA2RR, to the meeting. Mr. Garpestad is responsable for ARDF in the EC, but in case of other IARU R1 duties not able to attend the meeting. He passes his apologies to the WG members.

The minutes of the 21st Plenary Meeting were distributed among the members and Region 1 officials in November 2000. The minutes were accepted unanimously.
Ad. 9
The Chairman´s Report
In 2000 four issues of ARDF INFO with all relevant information were distributed. This issues of ARDF INFO were also distributed among the members of the board of IARU Region 1. So this report is limited to the really important matters.
Financial matters
In order to save money the distribution of ARDF INFO and most of the communications among Working Group members was done via eMail. On special request of some WG members the official home page of the IARU Region 1 ARDF Working Group was brought online and will help to reduce communication expenses in the future.
On its 21st Plenary Meeting the IARU Region 1 ARDF Working expressed the necessity of having their chairman present at the 10th ARDF World Championships 2000 in China. After getting no financial support by Region 1 the the chairman's participation at the 10th ARDF World Championships was made possible by a special sponsoring of Marconi Communications Ltd Germany.
1 st European Youngsters ARDF Championships 2000
The Czech Society CRC hosted the 1 st European Youngsters ARDF Region 1Championships. This event was big success in involving young people in amateur radio. There were participating competitors from 11 societies. The majority of the competitors were in the range from 13 to 15 years of age. This type of competitions can be organized on a very low budget and no support from Region 1 is necessary.
The Polish society PZK will host the 2nd EYAC in the first week of July 2001. (July 2nd to 6th)
International German ARDF Championships and 21st Plenary Meeting of Region 1 ARDF Working Group
The ARDF WG decided to have the first test of the new „Parallel Starting System“ at the International German Championships in August 2000 near Berlin. After this test the 21st Plenary Meeting of the Region 1 ARDF Working Group was held in Strausberg near Berlin to discuss the results of this test and other matters of the „New Rules“. The minutes of this meeting are attached to this report (ARDFINFO 4/2000). As a further result of this meeting several recommendations are forwarded to the EC (see below).
In 2000 the sub group „New Rules“ continued its hard work on the New Rules. Rainer Floesser, DL5NBZ, took the opportunity at the 10th ARDF World Championships in China to introduce this new rules to Region 2 and Region 3 officials. The work of our sub group was honored with great respect, and there was a readiness for adopting this new rules in the other regions. Region 1 ARDF Working Groups schedule towards the New Rules is as follows:
2001 September - Last big test at 13th Region 1 European ARDF Championships in France
2001autumn - Last minor changes, preparing the paper for Region 1 Conference in 2002
2002 September - 11th ARDF World Championships in the Slovak Republic using the New Rules on a special permit
2002 October - Voting on the New Rules at the Region 1 Conference
New Referees
In 2000 four new International Class Referees has been appointed:

10th ARDF World Championships 2000 - Nanjing/China - October, 13th to 18th, 2000
20 years after entering the 1980´s Region1 Championships and making them the 1st ARDF World Championships the Chinese Radio Sports Association (CRSA) hosted the 10th ARDF World Championships 2000. For the first time in its 20 year´s history ARDF World Championships were held outside Region 1. The competition Center was the New Century Hotel in Nanjing, the capital of Jiangsu province. In the Jiangsu province there are living about 72 million people, from which about 10.000 are active ARDF sportsmen and ARDF is a sport broadly loved by the people. In Nanjing city there are about 3.000 active ARDF sportsmen. So it is no surprise that the Mayor of Nanjing, Mr. Zhang Lian Fa, himself was a member of the Chinese Veteran Team. We, the guests from Region 1, were able to explore new dimensions of ARDF, we can only dream of. CRSA took the opportunity to organize a real millenium event. Never before there were as many spectators at the opening ceremony and at the starting and finishing area during the competitions as at this World Championships. A very well chosen and competent team of organizers, excellent planned competitions, the outstanding accommodation and the big hospitality of CRSA made this World Championships a great success. Of course, the terrain was not the kind we Europeans are used to and the Chinese competitors had an advantage we had nine times before. Bamboo and pine woods, jungle-like undergrowth and bushes made the competitions very hard ones. In total 222 sportsmen from 26 societies were competing to become World Champions. Mr. Park Young Soon, HL1IFM, Director of IARU Region 3 and Mr. Shozo Hara, JA1AN, the president of the Japanese society JARL attended these World Championships as honored guests. CRSA is planning to apply for the World Championships in 2008.

Recommendations to the EC Meeting in April 2001
ARDF recommendations
The following ARDF recommendations as suggested by the chairman of Region 1 ARDF WG, were all approved by the EC at the Muscat meeting in April 2001.
Recommendation 1
The Region 1 EC approves to use the procedure for preparing the starting list as described in the draft of the ”New Rules”, part B, appendix 5 at the IARU Region 1 European Championships in 2001.
Recommendation 2
The Region 1 EC approves to use the categories according to Part B 14 in the draft of the ”New Rules” for the IARU Region 1 European Championships in 2001.
Recommendation 3
The Region 1 EC approves to use the budgeted CHF 1500 to support the French Society REF-Union to organise the International ARDF Championships in 2001.
Recommendation 4
The Region 1 EC has appointed the chairman of the Region 1 ARDF WG, DL5NBZ, to the duty of chairman of the international Jury for the 13th Region 1 European ARDF Championships 2001 in France.
Recommendation 5
To promote the sports growth of young radio amateurs by giving them an opportunity to compare their performance, the Region 1 EC has approved the Region1 European Youth ARDF Championships as a permanent event.
Recommendation 6
The Region 1 EC approved to organise the Region 1 European Youth Championships every year because of the short time each youngster may qualify for this event.
Recommendation 7
The Region 1 EC approves to have the official home page of IARU Region 1 ARDF WG (www.ardf-r1.org) linked to the IARU Region 1 home page.
Comment:
After thorough consideration, the request to use the wording ”Region 1 European” in the title of these championships was approved to facilitate possible sponsoring by the national sport administrations in some of the active ARDF countries.
The Chairman´s visit to La Salvetat
From June 2nd to June 4th I visited the Organizing Committee of the hosting society REF-Union. Although this visit was planned only a few days before I was handed over a detailed time schedule for my visit at my arrival.

We discussed basically matters of organization and the time schedule of the Championships. At that time about 330 entries to the Championships were already made. It requires an exact timing and detailed planning to handle this large number of participants. We discussed the proposed time schedule and we adjusted it to the dead lines given by the rules.
I was deeply impressed by the detailed preparations and the well chosen terrain. I learnt about the problems arising by the large number of participants, especially in connection with accommodation. This will be a new challenge for future organizing committees.
The team of REF-Union found a good solution at a moderate price for all participants.
One big problem was discovered: According to the current rules one of the Members of International Jury from REF-Union must be an International Class Referee ( siting referee).
Meanwhile Mr. Daniel Oulivet, F1EJS, was proposed by REF Union to become an International Class Referee. In an urgent eMail to all members of Region 1 ARDF WG were asked to comment this proposal. Up to the deadline there were no objections and
11 approvals received. During Hamradio Fair the Chairman of Region 1 signed the nomination of Mr. Daniel Oulivet, F1EJS. F1EJS is now IARU Region 1 ARDF International Class Referee No. 63.
2nd EYAC 2001
The chairman reports that he was unable to attend the 2nd EYAC hosted by the Polish society PZK. The chairman asked Mr. Chris Slomczynski, SP5HS, to take over the part of the IARU R1 ARDF WG official.
Mr. Slomczynski reports from 2nd EYAC which was a great success for PZK and ARDF and supported by high ranking Polish polititians. The chairman passes his thanks to Mr. Slomczynski for his assistance and his work done during the 2nd EYAC.
European Radioorienteering Sport Federation
The chairman informs the WG member about a letter received from the so called „European Radioorienteering Sport Federation“ asking for cooperation. Recognizing that some of the members of this federation are non IARU member societies, some of them in countries with IARU member societies, the WG after a short discussion decided unanimous not to establish contacts to this federation.
Promoting ARDF
In an eMail Mr. Rik Strobbe informed the chairman about his project „ARDF beginners handbook“ which will be published soon on internet.
Ad. 10
The chairman reports that the budget for 2001 was confirmed by the EC. (see recommendations in the chairmans report)
Ad 11.
The chairman proposes to postpone topic 11.1 to the second part of the meeting to include the experiences to be made in the 2m competition of the13th IARU R1 European ARDF Championships. This is accepted unanimously by the WG members.
The chairman asks the present WG members if there will be additional documents regarding ARDF to the General Conference by their societies. This was denied by the WG members.
Ad. 12

All candidates are fulfilling the criterions to become International Class Referees and are accepted by the WG members unanimously. The applications will be relayed to the EC.
Ad. 13 and 14
Although there is a team of SRJ present at the 13th IARU R1 European ARDF Championships no representative of SRJ is present at the WG meeting. The chairman proposes to postpone this topics to the second part of the meeting to give SRJ a fair chance to do their presentation. This was accepted by the WG members unanimously.
Ad 15
Mr. Kurt Kawasch, OM8AA gives latest information regarding the 11th ARDF World Championships to be hosted by the Slovak society SARA in 2002 (see appendix)
Ad 16.
In a formal letter to the chairman the Czech society CRC applies for being the host of the 12th World ARDF Championships. Mr. Jiri Marecek, OK2BWN presents a booklet with detailed information about the planned venue.
The chairman reminds the WG member that R1 ARDF WG cannot decide the without the consent of the ARDF committees of Region 2 and 3, but can propose a hosting society to them. The WG members agreed unanimously the application of CRC. A letter asking the ARDF committees of Region 2 and 3 for their consent will be sent to them by the chairman.
After a short discussion how prepare the EYAC of the coming years in time, Mr. Panayot Danev, LZ1US, offers EYAC 2002 to be hosted by the Bulgarian society BFRA. This kind offer was accepted by the WG.
The meeting is adjourned by the chairman at 0:15 h

The chairman asks the representatives of PZK and SRJ to do their presentations according to the alphabetical order of their societies names.
Krzysztof Slomczynski, SP5HS, is presenting the information from the planned venue of IARU Region 1 European ARDF Championships from PZK and then Mr. Ivan Todorovic, YT1CS, gives the information from SRJ.
After the two presentations the chairman opens a questionnaire to the two candidates. Several questions are asked to the candidates by the WG members.
Ad. 14
After the questionnaire the chairman proposes a secret vote upon the matter and this accepted by the WG members.
The result: 18 WG members present
PZK 11 votes
SRJ 7 votes
The chairman will pass the recommendation to the EC to to entitle PZK to be the hosting society of 2003´s 14th IARU Region 1 European ARDF Championships.
Ad. 11.1
The chairman of sub group, Mr. Karl Heinz Mols, DL9ME, reports that there were minor changes in the Version 2.4 up to this meeting. These changes are only in wording to clarify the rules.
The chairman reports that the algorthymn descripted in Appendix 5 (manual creating of the starting list) under certain circumstances will give no results. It is mentioned that the starting list is normally made by computer and an approved software for creating the starting list is now available. The WG members are deciding not to change Appendix 5 now.
No problems were reported by the International Jury of 13th IARU Region 1 European ARDF Championships. The results of the 2m competition are analyzed and no matters of cooperation among competitors in the same starting group are detected.
Mr. Henk Vrolijk, PA0HPV, proposes to change paragraph A 5.1 (Participation). Foreign competitors should be allowed to start in a national team without permission of the society of their country and without any time limit. After a short discussion the WG members are deciding not to change A5.1.
The WG members are unanimously in favour that the current version (2.4) of the New Rules with all changes in wording will become Version 2.5.
The WG members unanimously are in favour to enter Version 2.5 of Part A and Part B as an official paper to the next IARU Region 1 General Conference to be held in San Marino in 2002.
Ad. 17
Mr. Panayot Danev, LZ1US, asks the chairman to pass thanks to the creator of the Parallel Starting System, Mr. Dieter Schwider, DF7XU, for his work done.
Ad. 18
The chairman thanks the WG members, the members of the sub group „New Rules“ and the guests for their effective work done in the two parts of this Plenary Meeting. The decision upon the New Rules will be a big step forward in the development of ARDF.
The chairman announces that there will be an informal WG meeting during the 11th ARDF World Championships in 2002 in Slovakia and the 23rd Plenary Meeting of ARDF WG during the General Conference in San Marino in October 2002.
