The Chairman withdraws topic 13 (Public Relations) because of the absence of Mr. Rik Strobbe, ON7YD. This topic will be added to the Agenda of one of the next meetings again.

Ad 9.1
The latest version (V2.3 a&b) was distributed to the WG members in ARDF INFO 2/2000 in March 2000. On the EC meeting in April 2000 also ARDF matters were discussed. It was accepted by the EC that the new rules should first be tested at a national championship.
Ad 9.2
The International German ARDF Championships 2000 which took place on 12./13. August 2000 were announced as test for the Parallel Starting Procedure described in Appendix 5 of the new rules. A detailed report of this test by the chairman of the sub-group, DL9ME, is attached to this minutes. (APPENDIX A)
OK2BWN noted, that also the Nordic Championships could be seen as a test for the starting procedure, and that the Czech society CRC is using the new categories in this season.
As a summit it was agreed by the WG, that there were no problems with the new rules up to now. But it is also mentioned that course building is much more important now. To handle twice as many competitors being in the competition area at the same time now requires a skilled siting referee.
Ad. 9.3
A discussion about the further proceedings starts. The WG members are agreeing that the work at "New Rules" must be finished in October 2001 to have a vote on at the General Conference in October 2002.
After a comprehensive discussion the WG members are achieving a consensus to have a final test at the IARU Region 1 European Championships in 2001. Therefore it was unanimously decided to forward the following proposals to the EC:
1. It is proposed to the EC to give a special permit to use the procedure at the IARU Region 1 European Championships in 2001 to prepare the starting list as described in the draft of the "New Rules" Part B - Appendix 5
2. It is proposed to the EC to give a special permit to use the categories according Part B 14. of the draft of the "New Rules" at the IARU Region 1 European Championships in 2001.

A discussion about details of the final draft of the "New Rules" started.
It is mentioned that some minor changes - predominant in wording - are necessary. Papers from two members of the WG were sent to the Chairman for discussion. This papers, one from Tchermen Gouliev, UA3BL - SRR and one from Franci Zankar, S57CT, ZRS were distributed to the present WG members as official papers. This papers are as follows:

Thank you for all the ARDF information sent last 6 month.
ARDF Committee of SRR appreciates very much your work and efforts in
developing ARDF.
Unfortunately SRR can not participate in the 21st Plenary Meeting of the R1
ARDF WG held in Berlin, therefore, I have to apologize for my absence,
sorry.
I expect the draft of New Rules to be the key question of the meeting
and have some comments on it.
First of all I want to say thanks and stress an excellent work done by the
sub-group of Mr. Karl-Heinz Mols, DL9ME. There are only a few small things
maybe can be added to it. I will point them by items.
16.1 The starting draw shall be done separately for each band of the
competitions. .......
19.5 .....Total difference.....
24.2 .... at least 30 minutes.... (To shorten the starting time).
24.3 .... first start time (in local time and 0:00).
24.7 ..... switch on their receivers, take bearings and .....
25.3 ..... monitored only to start area and .....
26.4 ... shall be given immediately after competitor's finishing in ....
Last year we wanted to equalise men and women by ages in categories and the
last thing is if there is a lot of competitors to start, maybe to return to
our old teams, consisted by two members to reduce the total number of
competitors. It would be better to have more different categories than more
competitors in them.
That are all my comments about the Rules, thank you.

Dear Rainer,
I will not be able to attend the upcoming plenary meeting of the IARU Region 1 ARDF WG in Berlin. Therefore, I'd like to give my comments to new ARDF rules through email.
I don't agree about new categories, my oppinion is that the proposed number is too big. I think women category D50 is unnecessary, same oppinion I have about men category M60. My proposition is:
-women: D19, D21, D35;
-men: M19, M21, M40, M55 ( same as now ).
Please, take my oppinion into account by discussing and receiving this point of new rules on WG meeting.

The WG members unanimously are in favour to keep the categories as described in V2.3 B 14. of the final draft.
The sub-group is asked to create a procedure to combine two categories in the drawing procedure if the sum of competitors of both categories is less then the number of competitors of an other category.
The discussion of these details results in a new Version (V2.4 a&b) which is attached to this minutes (APPENDIX B).

The minutes of the 20th Plenary Meeting were distributed by the former chairman Rik Strobbe, ON7YD, in November 1999 and also copies of these minutes were added to the papers of the 21th Plenary Meeting.
Rainer Floesser, DL5NBZ, gives the following comment to the minutes of the 21th Plenary Meeting:
In Ad. 10 of the minutes it is noticed that DL5NBZ asked the WG members to vote for SARA to host the next ARDF WC. This seems to be a result of a missunterstanding. DL5NBZ´s original wording at the Informal Meeting in Croatia was:" I will vote for SARA because they were evil treated in 1997." This wording was confirmed by WG members having been present in Croatia. DL5NBZ points out, that this is not asking WG members for something, but telling his personal opinion to this matter. DL5NBZ accepts the response noted in the minutes by OK2BWN as his personal opinion.
Furthermore DL5NBZ points out, that every member of the WG should feel free to tell his opinion to ensure best results of the discussions within the WG.
After giving this comment DL5NBZ renounces to change the minutes of the 20th Plenary Meeting.
The minutes are accepted unanimously.
Ad. 7
DL5NBZ reports that up to now 3 issues of ARDF INFO with all important information were distributed in 2000. The latest version of the New Rules were distributed in ARDF INFO 2/2000. To save money to most of the WG members ARDF INFO was sent by eMail. Members not yet have done so are requested to send their eMail-address to the chairman.
For the EC meeting in April 2000 DL5NBZ prepared the following proposals:
Proposal 11-3.1
It is proposed that YEAC is approved by EC to become an official IARU Region 1 event under the following conditions:
1. Due to the fact, that the budget of R1 ARDF WG is already fixed for the year 2000 no financial support can be granted either by IARU R1 or IARU R1 ARDF WG
2. The official participation of competitors living outside of Europe shall be allowed as far as they live within the borders of IARU Region 1.
3. The competitions shall be according to the current RULES FOR CHAMPIONSHIPS IN AMATEUR RADIO DIRECTION FINDING of IARU Region 1
4. The organizing committee shall give a report about the event to IARU R1 ARDF WG. This report shall include all results, maps of the competitions, number of competitors, sex and age of the competitors. This report will be the basis for discussions within the IARU R1 ARDF WG to make YEAC a permanent IARU R1 event.

Proposal 11-3.2
It is proposed to the EC to appoint Mr. Peter Hanzl, DG0OHS, to be an ARDF International Class Referee.

Proposal 11-3.3
It is proposed to the EC to approve the Sub-Group "New Rules" with Mr. Karl Heinz Mols, DL9ME, as the chairman to continue its important work till the next IARU Region 1 General Conference in 2002.

Proposal 11-3.4
It is proposed to the EC to approve the Slovak society SARA to be the host of the 11th ARDF World Championships in the year 2002.

Ad. 8
DL5NBZ describes the current financial situation of the ARDF WG. The budget was reduced to a critical amount. To keep the work of the WG alive DL5NBZ forwarded two proposals to the EC:
Proposal 11-3.5.1
It is proposed to the EC to change the budget for ARDF events from CHF 1.500,00 per year to CHF 4.500,00 per three-years period. ARDF WG decides how the ARDF events are supported.

Proposal 11-3.5.2
It is proposed to the EC to change the limitation to spend the donation for ARDF events to:
The IARU donation for ARDF events shall be used for expenses all competitors benefits (i.e. costs of transportation to/from the competition area, costs related to the competitions, awards and prices, etc.), they shall not be used for accommodation of referees, organizers and officials. The amount of costs shall be proven by receipts, the donation is not given as a lump sum. The total amount of the donation is determined by the IARU Region 1 ARDF Working Group within their budget for ARDF events.
- This was accepted by the EC
The EC decided to give 1500 CHF in every year a championship is held in Region 1. The money can be spent for every type of expenses in connection with the Championchip.
The budget for the WG for 2000 was fixed as follows:
1000 CHF - travel expenses of the chairman
900 CHF - offices expenses
Not more than 90% of this budget is allowed to be spent without informing the EC.
With this budget it is impossible for the chairman to travel to the 10th ARDF WC in China. Being present there is utmost important, because there will be important negotiations concerning the New Rules and activities in the following years . DL5NBZ informed the Chinese Organizing Committee about this situation.
LA2RR is asked to take action in the EC to solve the problem.
According to the decision of the EC in April DL5NBZ passes the following proposal to the WG:
The French society REF will be supported with 1500 CHF to organize the ARDF Region 1 Championships in 2001.
- This proposal is accepted unanimously.
Ad. 10
DL5NBZ received the following application of International Class Referees from the Russian society SRR:
Mr. Chairman,
On behalf of SRR we want to submit three candidates for nomination as the IARU ARDF International Class active Referees. Candidates fulfil the conditions for such a nomination.
1. Alexander Koshkin - UA3FW, SRR member, trainer for the National team, National class referee since 1974 year. Last years he served several National level competitions as the Chairman and siting referee.
2. Eugene Sukhoverkhov - UA3AJT, SRR member, Chief technician in the National team, National class referee since 1978 year. Last years he served National level competitions as the Chairman and Technical Director.
3. Victor Mudrenko - UA0LDX, SRR member, ARDF manager in Siberia and Far East, National
class referee since 1982 year. He served the National level competitions held in Siberia and Far East as the Chairman and siting referee.

This applications are discussed. The WG members are pointing out the importance for an International Class Referee of being able to communicate in English.
The WG members are noticing that all three candidates are fulfilling the conditions to become an International Class Referee and are pleading for the nominations of these canditates.
DL5NBZ reports that SRR is invited to sent an International Class Referee to the 10th ARDF WC in China and that the only active International Class Referee of SRR is not available. So the nomination of this three candidates is an emergency issue. LA2RR is asked to contact PA0LOU to insure quick action.
Ad. 11
Mr. Richard Ulrich gives preliminary information of the 13th IARU Region 1 ARDF Championships to be hosted by the French society REF. This information is attached to the minutes.
Ad.12
Mr. Kurt Kawasch, OM8AA, gives preliminary information of the 11th IARU ARDF World Championships to be hosted by the Slovak society SARA. This information is attached to the minutes.
Ad. 13
Mr. Jiri Marecek, OK2BWN, reports from the 1st EYAC. Results are attached to the minutes (APPENDIX E).
OK2BWN reports that there were participating competitors from 11 societies. The majority of the competitors were in the range from 13 to 15 years of age. OK2BWN reports that this type of competitions can be organized on a very low budget and no support from Region 1 is necessary.
OK2BWN passes the following proposals to the WG:
13.1. It is proposed to make an European/IARU R1 Youth ARDF Championships a permanent IARU R1 event. It is very important for the sports growth of young radio amateurs to have an opportunity to compare their performance.
- This proposal is accepted unanimously
13.2. It is proposed to organize an European/IARU R1 Youth ARDF Championships every year
because of short "life" of the youngsters category (they usually start run at top level at the age of 13 and 2-3 years later are moved into juniors category).
- This proposal is accepted unanimously
13.3. As the competition for youngsters can be arranged at a low budget, no financial support from IARU is expected.
- This statement is accepted unanimously.
- This will be forwarded as a proposal to the next EC meeting
OK2BWN is asked to create a appendix to the New Rules which covers the competition type EYAC.
The polish society PZK kindly offers to host the 2nd EYAC in the first week of July 2001.
- This kind offer is accepted unanimously.
On behalf of Region 1 and the ARDF WG DL5NBZ passes thanks for the perfect work done at 1st EYAC to OK2BWN and his team.
Ad. 14
To improve ARDF INFO DL5NBZ plans to add technical information. This technical information could be hints to ARDF equipment, descriptions of ARDF receivers, transmitters and antennas, results of scientific research. To compile those information DL5NBZ proposes to install a Technical Committee within the WG. This Technical Committee will publish their articles in ARDF INFO and will communicate via eMail, so no further expenses will arise to ARDF WG. DL5NBZ proposes OK2BWN to be the head of this Technical Committee.
- This proposal is accepted unanimously.
Ad. 15
It is proposed that Mr. Krzysztof Slomczynski, SP5HS, should keep the records of International Class Referees and the list of participating Countries to the various World and Regional Championship. DL5NBZ gratefully gives thanks for this proposal.
- This proposal is accepted unanimously.
The polish society PZK kindly offers to host the 14th IARU Region 1 ARDF Championships in 2003.
- It is is decided to ask for other offers. Deadline for this offers will be December, 31st 2000. After this deadline there will be a vote by eMail/Mail.
Ad. 16
DL5NBZ gives thanks to the Working Group member for being present and for their effective work done. DL5NBZ announces that the 22nd Plenary Meeting of the IARU Region 1 ARDF Working Group is to be held during the 13th IARU Region 1 ARDF Championships 2001 in France.
DL5NBZ closes the meeting at 14:20 h.

First test run employing the "selective parallel start system".
Dear Rainer,
please find hereunder my report on the first test run of the "selective parallel start system"
employed during the international German ARDF Championship held near Buckow east of Berlin on August 12 and 13, 2000.
Foreword :
The draft of the New ARDF Rules provides in part B, annex no. 5, for categories with more than 40 participants that two runners of that category start together. To minimize "following" of the two sportsmen during the competition a selective system arranges that a "top-runner" starts together with a "non-top-runner".
So far the experience with selective parallel start systems at ARDF competitions is rather small. Having obtained the consent of the IARU Reg. I Executive Committee first test runs were to be arranged at the international German ARDF Championship near Buckow east of Berlin on August 12 and 13, 2000. Thanks to the visit of many ARDF friends from a large number of Region I - societies about 100 participants started on 144 and 3,5 Mhz. Compared to the numbers at World or Regional Championships this is rather small, of course, but the system was tested successfully and without any problem.
As the "critical number" of 40 participants could not be reached the three categories seniors, OT and women with 31, 20 and 21 participants were started according to the new system by reducing the critical number from 40 to 20. The positions of missing participants were filled by "blanks", a necessity which can arise with 40 and more participants as well.
The devision into "top-runners" and "non-top-runners" was done by selection of the various sportsmen considering their usual performance at local or international competitions.
Evaluation :
Employing the data provided by the electronic marking system at the transmitters the new programme written by Karl-Heinz Schade, DL 7 VDB permits a detailed study on the proceedings in the forest. These data are completed by informations provided by the guards at the transmitters and by my observations when wandering through the terrain during the two competitions.
a) Following : there is only one case worth a discussion : two seniors, Kai Buchhold and Victor Tzenkov started together at 10.05 in the 144 Mhz competition. From the start to transmitters no. 3 to 1 to 2 and 4 they run very close to each other but then seperated choosing different courses to transmitter no. 5 and the finish. K. Buchhold finished in 85:11 and V. Tzenkov in 94:42. Kai comments his run as follows : "I have been running to all transmitters by myself reaching some a little later and some a little earlier than Victor but I cannot remember having seen Victor on my course between the transmitters."
There are no reports from the transmitter guards on the subject of following. Although I did my best to see competitors running in the terrain I have had a hard time to see more than a few. They were all running as singles. The situation near the transmitters has been different, of course, but this is not unusual.
b) Concentration of competitors in the terrain : it is obvious that the reduction of the start period provides for more competitors in the terrain during the competition. Nevertheless the concentration of runners at the various transmitters was quite normal, e.g. of 98 participants in the 3,5 Mhz competition reached 26 tx no. one in the active minute, 36 in minute two., 15 in three, 10 in four and 11 in the fifth minute. The situation at the other transmitters was similar.
Also the statistics on arrival of the various participants at the transmitters during ten-minute periods show a single maximum of 12 and an average of perhaps 7 or 8 runners, figures which are considered as standard. For larger events, as World Championships with 300 runners and more one must consider that the start period will be twice as long as in Buckow and the above figures might rise to 50% higher values. But even these should not reduce the fairness of a competition. If the terrain is of a certain size and allows transmitter placing to offer route choice for all categories the concentration of runners at the transmitters becomes of secondary importance.
This test-run was carried out successfully but others should follow. An excellent opportunity should be the Region I ARDF Championship in France next year. Please let me suggest to obtain again the Reg.I EC's permission and let us try to obtain more fundamental data to verify the practicability of the parallel start-system.
