10. To discuss the proposal of SP9ALM of the rules for ARDF competitions for disabled competitors on wheel chairs.

11. To discuss and to approve the venue of 1998 IARU ARDF World Championships.

12. To discuss the possible venue of the 12th IARU Region 1 ARDF Championships  to be held in 1999.

13. Any other  business, courtesies.

Meeting  was opened by Chairman at 20:30

hours.

Chairman introduced  two new members of ARDF

Working Group:

Mr. Richard  Ulrich, F-SWL, Representing REF, replacing Mr. Christian Martin,  F6DDW.

The  Agenda was approved unanimously.


Ad6:
The Minutes of 17th Plenary Meeting of ARDF WG were accepted unanimoslywith the
addition of Kurt Kawasch, OM8AA to the list of attending WG members.Ad
7:
The program of 8th IARU ARDF World Championships was presented byRainer Flößer, DL5NBZ, DARC ARDF Manager and by Karl Heinz Mols, DL9ME, Chairman of Organising Committee. The program was approved unanimously with thanks directed to all members of DARC Organising Team.It was noted, that 29 IARU member societies with 250 competitors attend the Championships.

Ad 8: The proposal of OK2BWN and DL5NBZ was presented, providing introduction of new age categories for women. The discussion took place, in which different proposals were presented regarding the necessary and possible changes and amendments in the IARU ARDF Rules. The common opinion was expressed that together with the growing popularity of ARDF and growing number of participants of ARDF events, there is a need for completely new, simplified and universal ARDF rules, which will be accepted and valid fora considerably long time. It was pointed out, that the frequent changes ininternational ARDF rules are not in favour of development and introducingof ARDF, and also that any changes in worldwide IARU ARDF rules shall beagreed and accepted by the ARDF Committees of the remaining two Regions.It was also pointed out, that the future new IARU ARDF Rules should reflectand maintain the principle, that Amateur Radio Direction Finding is primarilyan amateur radio activity, with some sport and competitionelements.On proposal of Chairman, the ARDF Sub-groupwas unanimosly set up, with the task to prepare and to formulate new, universalIARU ARDF Rules. Mr. Karl Heinz Mols, DL9ME was unanimously appointed theChairman of the ARDF Rules Sub-group.It was decided, that the Sub-group shallconsist of not more than five members, chosen and invited to by its Chairman,DL9ME. In aim to agree the proposed new rules with IARU Regions 2 and 3,the representatives of the Region 2 and 3 ARDF Committees will be invitedto cooperate with the Sub-group. The Sub-Group will report yearly the progressof its proceedings to the ARDF WG.The Terms of Reference of the ARDF RulesSub-group will be formulated jointly by SP5HS and DL9ME and will be presentedto IARU Region 1 Executive Committee for approval, together with the Sub-groupbudget for 1998.Ad
9:
Mr. Zygmunt J. Bauke, SP9ALM, presented the proposal of rules forARDF competition for disabled competitors on wheel chairs. AlsoMr. Zeljko Ulip, 9A2EY presented rules for ARDF competition for the blindradio amateurs.Both were received by the Working Group withthe considerable interest. The meeting expressed thanks to SP9ALM and 9A2EYand decided that before being accepted as WG recommendation, the rules shouldbe tested in a number of events in different conditions. The Region 1 societiesand their ARDF sections are encouraged to organise the events for disabledamateurs, using presented rules as a guidance and report the results to the ARDF Working Group.


      

The meeting was adjourned at 22:30 hours
and commenced on 5th September at 21:30 hours.

Ad10:
Chairman informed the meeting, that at the end of 1996, two Region1 member societies
applied for hosting the 9-th IARU ARDF WorldChampionships in 1998: Hungarian society MRASz and Slovak society SARA. Bothsocieties presented to the Chairman of ARDF WG written applications, requestingthe decision to be taken not later than March 1997.WG Chairman considered the Hungarian proposalas more satisfactory and recommended to the Executive Committee the MagyarRádióamatõr Szövetség to be the host societyof the Championships with venue in the town of Nyíregyháza.This was approved by the Executive Committee on its plenary meeting heldin Stratford, UK, on 3 - 6 April 1997. Having formal EC approval, Hungariansociety MRASz commenced the preparations to the Championships.After receiving a letter from Slovak societySARA, dated 14 June 1997, complaining the decision taken by EC, the ExecutiveCommitte suspended its April decision and send back the issue to the ARDFWorking Group for consideration.After the above explanation, Chairman askedrepresentatives of both societies to present their position. It was doneby Mr. Miklós Venczel HA0LZ in behalf of MRASz and by Mr. Kurt KawaschOM8AA and Ms. Stefania Makovcova OM3KTY in behalf of SARA. The secret votingfor the venue of 1998 Championships was decided unanimously.Mr. Tchermen Gouliev, UA3BL was asked toserve as chairman of balloting committee. It was announced, that 19 societiesare represented at the meeting.The result of the voting was asbelow:for Slovakia 9 (nine) 47 % of votingsocietiesfor Hungary 6 (six) 32 % of votingsocietiesabstaining 4 (four) 21 % of votingsocieties


      

Ad11:
The Chairman informed the meeting, that two societies submitted theletters of intent,
wishing to be the host society of IARU Region1 ARDF Championships scheduled for 1999: the Croatian society HRS and theFrench society REF-Union.After mediation of Mr. Vincent Magrou, F5JFT,the Member of IARU Region 1 EC and Vice President of REF-Union, it was agreedthat French society will postpone its proposal to the next possible term.As the IARU ARDF World Championships are scheduled for the year 2000, theREF-Union will host the consequent IARU Region 1 ARDF Championships in 2001.The preparatory procedure will be proceeded by the ARDF WG and both societies,following the official IARU Region 1 ARDF Rules. Thus, the calendar of IARUARDF Championships for the years 1999 - 2001 will be as below:1999 - IARU ARDF Region 1 Championshipshosted by Croatian society HRS(also ARDF Region 3 Championships hostedby Korean society KARL)2000 - IARU ARDF World Championships hostedby IARU Region 32001 - IARU ARDF Region 1 Championshipshosted by French society REF-Union

Ad 12:
The Chairman SP5HS informed the meeting on his recent appointment as the director of frequency coordination and international cooperation in Polish telecommunications administration (the National Radiocommunications Agency). In result of the above, SP5HS had to
step down from his appointment as Chairman of IARU Region 1 ARDF WorkingGroup. The formal resignation was sent to the Chairman of Region 1, PAoLOU,on 18 August 1997.The ARDF Working Group was thus requestedto propose the interim Chairman, who will chair the ARDF WG till the nextRegion 1 General Conference scheduled for 1999 in Norway. The interim Chairmanshall be approved by the Executive Committee at its next meeting in April1998. Till this meeting, SP5HS will keep his position of Chairman.SP5HS proposed that Mr Rik Strobbe, ON7YD,representing UBA, will serve as interim Chairman of ARDF WG. This was agreedwith ON7YD.Kurt Kawasch, OM8AA proposed that Mr. Jiri Marecek, OK2BWN would be interim Chairman.The secret voting for the interim Chairman was decided unanimously.Mr. Tchermen Gouliev, UA3BL was asked to serve as chairman of balloting committee. It was announced, that 19 societies are represented at the meeting.The result of the voting was asbelow:for Rik Strobbe, ON7YD 12 (twelve) 63 %of voting societiesfor Jiri Marecek, OK2BWN 4 (four) 21 % ofvoting societiesabstaining 3 (three) 16 % of votingsocietiesMr. Rik Strobbe, ON7YD will be proposed tothe IARU Region 1 Executive Committee for appointment as interim Chairmanof ARDF Working Group. This was received with applause by the meeting, SP5HScongratulated ON7YD, wishing him the successful chairmanship.A number of interesting proposals regardingnew ARDF Rules were presented to the WG by Mr. Vladimir Kirguetov, memberof SRR team and Chairman of Russian ARDF Committee. The paper submitted byMr. Kirguetov was passed to DL9ME, Chairman of ARDF RulesSub-Group.The meeting decided, that the next, 19-thplenary meeting of ARDF Working Group will be convened in September 1998at the venue and during the 9-th IARU ARDF World Championships.EDR representative to the WG, Arne Jensen,OZ9VA reminded, that a proper balance should be kept between amateur andsporting character od ARDF competitions. The tight time limits and difficultterrain conditions are often too difficult for the participants, being onlyradio amateurs, not the sportsmen.The Chairman informed the meeting that theChinese society CRSA would like to be informed on any open ARDF competitionsorganised by Region 1 societies. The informations should be addressedto:Chinese Radio Sports Association, Attn.Mr. Xu Zeng WuP. O. Box 6101, Beijing 100061,CHINAThe Chairman SP5HS thanked to all membersof the Working Group for excellent and fruitful cooperation during almosttwenty years of SP5HS' chairmanship.On behalf of ARDF Working Group, SP5HS passedthanks to DL9ME, Chairman of Organising Committee, to DL5NBZ, DARC ARDF Managerand to all members of DARC Organising Team, for the excellent preparationand execution of 8-th IARU ARDF World Championships in Sankt Englmar. Thiswas supported by the meeting with applause.On behalf of the ARDF Working Gropup, GeoffreyFoster G8UKT thanked SP5HS for his hard work over the years of WG chairmanshipand passed to him the best wishes for the future. It was received by themeeting with long applause.Mr. Vincent Magrou, F5JFT, on behalf of theIARU Region 1 Executive Committee, passed thanks to SP5HS for his enormousand successful work on ARDF field in Region 1 for almost twenty years andcongratulated him the new appointment in Polish telecom administration. F5JFTcongratulated also new interim Chairman, ON7YD his appointment.New interim Chairman of ARDF WG, Rik Strobbe,ON7YD, proposed to assign to stepping down Chairman SP5HS, the title of "HonoraryChairman of IARU Region 1 ARDF Working Group". This was accepted unanimouslyby the meeting with applause.Ole Garpestad, LA2RR, proposed the ARDF WGwill apply to the Executive Committee, to award SP5HS with the IARU Region1 Medal in recognition of his long successful activity for ARDF and amateurradio. This was also unanimously received with applause, EC Member F5JFTpromised to pass this proposal to the Executive Committee.
