MINUTES  OF THE 17-th PLENARY MEETING OF IARU REGION 1  ARDF WORKING GROUP, HELD ON MONDAY, SEPTEMBER 30-th 1996 IN DAN PANORAMA HOTEL,  TEL-AVIV, ISRAEL

Ad 1:

Meeting was  opened by Chairman at 14:35 hours.

Ad 2:

Chairman welcomed  the Guests attending the meeting:

- Mr. Vincent  Magrou, F5JFT, member of IARU R1 EC, representing also REF;

- Mr. Young  Soon Park, HL1IFM, Director IARU R3 and member IARU R3 ARDF

Committee.

Ad 3:

Attendants of  the meeting introduced themselves.

Ad 4:

Apologies for  absence were received from 9A2AY, SMoBGU, HB9QH, PAoHPV. Proxies  were accepted to all present representatives of WG member societies.

Ad 5:

The Agenda was approved unanimously.

Ad 6:

The minutes  of 16-th Plenary Meeting of ARDF WG were accepted unanimously with  the following change in the second sentence of point 12:

"LZ1US proposed that all maps used in ARDF competitions shall be A4 format. This was not accepted, however ARDF WG advises the organisers to announce the size of a map prior to the competitions."

Ad 7:

Document C3.17 originated by NRRL, proposing the withdrawal of beacon (MO) transmitter, was discussed. By the majority against three (NRRL, SSA, VERON), the WG decided to leave the beacon transmitter operating. Thus,  document C3.17 is not supported by the ARDF WG.

Document C3.28 was discussed carefully on the basis of revised version produced at the 16-th Plenary Meeting in Borovets. The following issues were discussed and approved:

- to remain  the definition of ARDF as a "sport" with regard to support  given to ARDF by official agencies in number of countries;

- to include a new wording of point C2.14, as proposed by G3ZNU and seconded  by LA2RR;

- to add the words "or competitor" in the second sentence of point  D2.1, as proposed by LZ1US.

The final amended  and approved version of document C3.28 is to be circulated as document "C3.28 rev.1".


Document C3.18 was withdrawn by the originator as the new point C3.1 of the revised  document C3.28 gives a completely different way of determining the  starting time for each competitor.

The draft Conference document dealing with proposal of World-Wide ARDF Coordinator was  withdrawn by the originator (WG Chairman). Instead of, the ARDF WG produced recommendation to the Conference, to reconfirm the previous  De Haan recommendation on the sam e subject.

Ad 8:

The ARDF WG  unanimously proposed that present WG Chairman SP5HS will continue his duties for the next three years term.

Ad 9:

Z32RA raised the issue of giving more publicity to ARDF by organising the competitions and ARDF shows open and visible to the public, e.g in towns, city  parks etc. This idea has been supported by the WG.

LA2RR raised the problem of financing of the participance of national teams in  yearly IARU ARDF Championships (World and Regional). A number of  societies is not ready to bear this task.

Chairman SP5HS informed the meeting on the offers yet received, to host 1998 IARU ARDF Championships. There are from the Hungarian society MRASz (World  or Regional Championships) and from Croatian society HRS (Regional-European Championships). The venue of the 1988 Championships (a World event)  is to be discussed and decided in 1997, after being consulted with  IARU Region 3 ARDF Committee.

The ARDF WG  approved unanimously the following recommendations to be presented  to Committee C.3 of the Conference.

RECOMMENDATION 1

The ARDF Working Group recommends the approval by the Conference of the changes and amendments in existing "RULES FOR CHAMPIONSHIPS IN AMATEUR RADIO DIRECTION FINDING" (see document 93/DHB/C.3 rev.1 annexed),  as in document 96/TVI/C3.28 rev.1.

RECOMMENDATION 2

The ARDF Working Group recommends that the Conference reconfirms the recommendation on the World-Wide ARDF Coordinator taken at the IARU Region 1 Conference 1993 in De Haan.

RECOMMENDATION 3

The ARDF Working Group recommends that Krzysztof Slomczynski, SP5HS, will continue his duties as Chairman of IARU Region 1 ARDF Working Group  for the next three-years term.

Ad 10:

The meeting  was closed by the Chairman at 18:00 hours.
