Ad 1:
Meeting was opened by the Chairman at 14:30 hours.
Ad 2:
Chairman welcomed the guests and atendants. A special welcome was directed to Mr. Wally Watkins VK4DO, member of IARU Region 3 ARDF Committee.
Ad 3:
Present members of ARDF WG, Guests and attendants introduced themselves.
Ad 4:
Apologies for absence and greetings were received from the IARU Region 1 Executive committee members: the Secretary Dr. John Allaway G3FKM and Mr. Vincent Magrou, F5JFT. Mr Vincent Magrou F5JFT who was present in Borovets for two days left home before the WG meeting due to important business matters. F5JFT passed the following message:
I should like to present to all of you my sincere apologies for not having been able to attend for more than 2 days this 11-th IARU Region 1 ARDF Championships due to some imperative professional reasons. On behalf of Executive Committee, I can testify the importance attached to the Amateur Radio Direction Finding activity as an amateur radio activity, attracting young people to Amateur Radio and leading Amateur Radio societies practicing ARDF to apply for IARU membership. Be sure that the Executive Committ ee is supporting you.
On behalf of the Executive Committee I would like to thank you very heartily:

- Chairman SP5HS and all the members of of the ARDF Working Group, for the great job done in between and during Conferences, especially on the field of the promotion of ARDF, as well as for the preparation of a world-wide coordination of this activity,
- The Organising Committee and its Chairman Mr. Panayot Danev LZ1US and also the hosting society the Bulgarian Federation of Radio Amateurs, for the outstanding quality of their welcome and for the arrangements taken for their guests and competitors.
My personal best wishes of success to all of you and for all the competitors during those 11-th IARU Region 1European ARDF Championships. Many thanks for your very valuable contribution to the Amateur Radio Service.

The number of present WG members together with approved proxies was 16, giving the majority (55 percent).
A letter was received from Union of Amateur Radio of Kazakhstan, with the seat in Akmola 473033, P.O.Box 620, appointing Mr. Alexander Kochergin UN7JR the official representative to the IARU Region 1 ARDF Working Group. Till the admittance of UARK to the I ARU, the status of observer in the ARDF WG has been given to Mr. Kochergin.
Ad 5:
The Agenda was approved unanimously.
Ad 6:
The Minutes of the 15-th Plenary Meeting of ARDF WG were received unanimously.
Ad 7:
Mr. Panayot Danev LZ1US, Chairman of the Organising Committee, presented the detailed information on the program, organisational and technical details of the 11-th IARU Region 1 European ARDF Championships. The Working Group unaimously approved the program of the event.
The composition of International Jury as below was proposed by LZ1US and approved unanimously:

Ad 8:
The proposed changes and amendments to the IARU Region 1 ARDF Rules were discussed and examined in details, basing on the summary of proposals disseminated by the Chairman. Proposals were originated by: ARDF WG (output of 15-th plenary meeting in Chtelnica ), IARU R1 EC (SP5FM), BFRA (LZ1US), CRC (OK2BWN), DARC (DL5NBZ), MRASz (HA4YD), NRRL (LA2RR), SRJ (YU7AA).
The preamble to the Rules proposed by the ON7YD was rejected by the majority in favour of the proposal of OK2BWN.
The introducing of the veterans category was confirmed unanimously.

The proposal of NRRL to resign of the beacon transmitter at the entrance to finishing corridor was not accepted. The beacon should remain as a guidance for the competitors who lost their map
With the wiev of conforming the ARDF rules with Radio Regulations, the new point C2.14 proposed by Region 1 Vice Chairman SP5FM was added unanimously.
The problems of drawing procedure, the behaviour of competitors within the starting corridor and the possibility of replacing the receiver in case of its malfunction were discussed. To solve these problems, the "ad hoc" working group was appointed of DL5NB Z, LA6KCA, OK2BWN, OM3CCE and ON4YD.
The meeting was then adjourned and re-opened the next day, 3-rd September at 21:30 hours.
The "ad hoc" working group presented the proposal of a new drawing procedure as well as the amendment allowing the competitors to switch on their receivers with the starting signal and allowing them to return to the start line in case of receiver's malfunc tion within their own running time. Presented proposals were accepted.
In result, a summary of proposed changes and amendments was unanimously accepted by the Working Group. This will be presented at the IARU Region 1 Conference in Tel Aviv as the Document/96/TVI/C3.28 rev.1 (see apendix 1).
Ad 9:
The document titled "IARU ARDF WORLD WIDE COORDINATOR" proposed by Chairman was accepted unanimously and is to be presented at the Conference (see appendix 2).
The proposal of the Chairman to introduce the three-years World Championships cycle was not approved. This means that the calendar of IARU ARDF events till the year 2000 as approved by the plenary WG meeting in S(dertalje is valid.
Ad 10:
The present Chairman Krzysztof S⊃3;omczyñski SP5HS was unanimously proposed to continue his office for the next 3-years term. No other candidates were proposed.
Ad 11:
The offer of the President of Deutscher Amateur Radio Club (DARC), Dr. Horst Ellgering DL9MH, to host the 8-th IARU World ARDF Championships in 1997 was unanimously accepted. The venue of the Championships is the resort St. Englmar in Bavaria Forest Range, near Straubing, about 170 km east of Munich. From the two possible dates, the period September 2-nd to 7-th, 1997 was choosen.
Ad 12:
OK2BWN appealed for submitting to him the national calendars of 1997 ARDF events, aiming in producing and publishing the coordinated IARU Region 1 Calendar of ARDF events.
LZ1US proposed that all maps used in ARDF competitions shall be A4 format. This was unanimously accepted as a recommendation of ARDF Working Group.
The Chairman passed his thanks:
- to the IARU Region 1 Executive Committee for the support given to ARDF,
- to the members of ARDF Working Group for their efficient work and fruitful cooperation,
- to the Bulgarian Federation of Radio Amateurs for undertaking the task of organisation of the 11-th IARU Region 1 European ARDF Championships.
DL9ME passed thanks to the Chairman SP5HS for his continous dedicated work on the ARDF field in Region 1 and worldwide This was seconded by the whole WG with applause.
Ad 13:
The meeting was closed by the Chairman at midnight.
